AGENDA

This meeting will be conducted both in-person at City Hall and virtually via Zoom. Members of the public will have the option to observe the meeting and address the City Council as outlined below.
In-Person Participation:
  • Location. City Hall – 600 Elm Street, Council Chambers.
    Masks are no longer required, but are still recommended by the California Department of Health. To maintain public health and safety, please do not attend in person if you are experiencing respiratory symptoms (e.g. cough, runny nose, and/or sore throat).
     
  • Provide Public Comment. To address the City Council on any item on the posted agenda, fill out a Request to Speak Form located in the back of the Council Chambers and submit it to the City Clerk; or, you may raise your hand when the Mayor calls for public comments.

COUNCIL COMMUNICATIONS AND ANNOUNCEMENTS
 
Council Communications and Announcements are brief items from members of the City Council regarding upcoming events in the community and correspondence that they have received. They are informational in nature and no action will be taken on these items at this meeting.
 
7.
PUBLIC COMMENT
 
Persons wishing to address the City Council on matters NOT on the posted agenda may do so.

Each speaker is limited to two minutes. If there are more than five individuals wishing to speak during public comment, the Mayor may choose to allow the first five speakers to speak during this time, and the balance of the Public Comment speakers will be called upon at the end of the Council Meeting.

If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under the Brown Act (Government Code Section 54954.2). The City Council's general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

CONSENT CALENDAR
 
a.
Motion to Waive Reading of All Ordinances.
b.
Approve the March 11, 2024 City Council Regular Meeting Minutes.
c.
Declare a City Council Summer Recess and Authorize Cancellation of the two July 2024 City Council Meetings.
d.
Adopt a Resolution Approving Plans and Specifications for the Arroyo Avenue and Chestnut Street Safe Routes to School Improvements Project C2201 and Authorizing a Call for Bids.
e.
Adopt a Resolution Appropriating $1,401,149.13 in Fiscal Year 2023-24 from the Traffic Impact Fee (TIF) Reserve; Awarding the San Carlos Avenue Pedestrian Safety Improvement Project Phase III C1806; Authorizing the City Manager to Execute an Agreement with Kerex Engineering, Inc. in the Amount of $2,067,617.50; and Authorizing the Expenditure of a Contingency in an Amount Not to Exceed $413,523.50.
f.
Accept and Authorize the Filing of the Housing Successor Agency Annual Report for Fiscal Year 2022-23.
g.
Adopt a Resolution Authorizing the City Manager to Take Action Necessary to Participate in the Employment Risk Management Authority Joint Powers Authority (ERMA JPA).
i.
Adopt Ordinance 1614 Amending San Carlos Municipal Code Chapter 2.24 - Commissions, to Update the Meeting Frequency for the Economic Development Advisory Commission.

REPORTS TO COUNCIL

Reports to the Council are updates on key City Projects by City Staff and City Council Subcommittees. They are informational in nature, and no action will be taken on these items at this meeting.

Receive the Annual Update on Police Services 2023.

PUBLIC HEARING
 
a.
Consideration of Adopting a Resolution Authorizing Adjustments to the Cost of Services Schedule (User Fees), Park Facility Development Fee, Sewer Capacity Charge, Childcare Development Impact Fee, and Traffic Impact Fee for Fiscal Year 2024-25.

NEW BUSINESS
 
a.
Consideration of Adopting a Resolution Approving the Recommendations of the City Centennial Advisory Committee.
b.
Consideration of Adopting a Resolution Approving the Traffic Signal Master Plan and Authorizing the Public Works Director to Update and Approve Amendments to the Master Plan as Needed.
