AGENDA

This meeting will be conducted both in-person at City Hall and virtually via Zoom. Members of the public will have the option to observe the meeting and address the City Council as outlined below.
In-Person Participation:
  • Location. City Hall – 600 Elm Street, Council Chambers.
    Masks are no longer required, but are still highly recommended in accordance with California Dept of Health Guidelines. To maintain public health and safety, please do not attend in person if you are experiencing symptoms associated with COVID-19.
     
  • Provide Public Comment. To address the City Council on any item on the posted agenda, fill out a Request to Speak Form located in the back of the Council Chambers and submit it to the City Clerk; or, you may raise your hand when the Mayor calls for public comments.

COUNCIL COMMUNICATIONS AND ANNOUNCEMENTS
 
Council Communications and Announcements are brief items from members of the City Council regarding upcoming events in the community and correspondence that they have received. They are informational in nature and no action will be taken on these items at this meeting.

PUBLIC COMMENT
 
Persons wishing to address the City Council on matters NOT on the posted agenda may do so.

Each speaker is limited to two minutes. If there are more than five individuals wishing to speak during public comment, the Mayor may choose to allow the first five speakers to speak during this time, and the balance of the Public Comment speakers will be called upon at the end of the Council Meeting.

If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under the Brown Act (Government Code Section 54954.2). The City Council's general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

CONSENT CALENDAR
 
a.
Motion to Waive Reading of All Ordinances.
b.
Approve the January 9, 2023 City Council Regular Meeting Minutes.
c.
Adopt a Resolution Establishing the Time, Place and Duration of the Farmers' Market.
d.
Adopt a Resolution Authorizing the City Manager to Sign an Agreement for Products and/or Services with Urban Villages Farmers’ Market Association to Operate the San Carlos Farmers’ Market Event.
e.
Adopt a Resolution Making Findings and Authorizing Remote Teleconference Meetings of the City Council and Commissions Pursuant to Assembly Bill 361.
f.
Adopt a Resolution Authorizing the City Manager to Execute a Three-Year Agreement for Products and/or Services with Avalon Transportation for Bus Transportation Services for Youth Center and Adult Community Center Programs in an Amount Not to Exceed $189,311, with an Option to Renew for Two Additional Years.
g.
Adopt a Resolution Authorizing the City Manager to Execute a Second Addendum to the Professional Services Agreement with True North Research, Inc. for Survey Services for an Additional Three Years.
i.
Adopt a Resolution Authorizing the Submission of a Grant Application for the Downtown Specific Plan in the Amount of $300,000 in Response to the Metropolitan Transportation Commission’s (MTC’s) Priority Development Area (PDA) Grant Call for Projects.
j.
Adopt Ordinance 1596 Amending San Carlos Municipal Code, Title 18, Zoning Ordinance, Sections 18.04 - Residential Districts, 18.05 – Mixed-Use Districts, 18.20 – Parking and Loading, and 18.41 – Terms and Definitions.

NEW BUSINESS
 
a.
Consideration of Adopting a Resolution Approving the Greater East San Carlos (GESC) Slow Street Project.

REPORTS TO COUNCIL

Reports to the Council are updates on key City Projects by City Staff and City Council Subcommittees. They are informational in nature, and no action will be taken on these items at this meeting. 

 
a.
Receive the 2022 Climate Mitigation and Adaptation Plan Annual Report.
b.
Receive an Updated Report on Traffic Collisions.

AGENDA SETTING

Items discussed in this Agenda Setting Section will be considered by the Council for placing on a future agenda. No action will be taken on these items at this meeting.
